How this guide was made: Research-based, from each vendor’s official pricing page, checked as of Oct 2026. We haven’t run listening tests and we’re not lawyers. Pricing pages can summarize terms loosely, so confirm the license in each vendor’s terms of service before you publish monetized content.

The short answer

  • No-code, free, commercial use listed: Fish Audio’s Free tier lists “Commercial use” among its features (8,000 credits a month, about 7 minutes per its pricing page).
  • Most popular, but not free for commercial use: ElevenLabs’ Free plan has no commercial license; it starts on Starter at $6/month.
  • Large free allowances if you can use an API: Google Cloud Text-to-Speech and Amazon Polly. Check each cloud provider’s terms for your use.

Free tiers compared

Fish Audio Free

Per Fish Audio’s pricing page (Oct 2026): $0, no credit card, 8,000 credits a month, up to 7 minutes of generation, up to 500 characters per generation, 3 public voice slots, standard speed, and “Commercial use” listed. Credits reset monthly and don’t roll over. Because of the 500-character cap, you’ll have to split long scripts into chunks. If you outgrow it, Plus is $11/month billed annually ($15 monthly) for 250,000 credits.

ElevenLabs Free (not for commercial use)

ElevenLabs’ Free plan gives 10,000 credits a month (roughly 10 minutes of TTS per its plan table) but the commercial license starts on Starter: $6/month for 30,000 credits, or $5/month billed annually (Oct 2026). Use the Free plan to test voices, then upgrade before you monetize. See our ElevenLabs review.

See ElevenLabs plans

Murf API free credit

Murf’s API page lists $10 free for API calls with no credit card required, and text to speech from $0.01 per 1,000 characters (Oct 2026). At that rate $10 goes a long way, but you get API access, not a point-and-click editor. Murf’s pricing page doesn’t spell out commercial rights for the trial, so check its terms.

Google Cloud Text-to-Speech

Google lists free monthly allowances: 0–4 million characters for Standard and WaveNet voices, and 0–1 million for Neural2, Chirp 3: HD and Studio voices (Oct 2026). Billing must be enabled, and usage above the free limit is charged automatically, so set a budget alert.

Amazon Polly

AWS lists 5 million Standard characters a month in its free tier, plus 1 million Neural, 500,000 Long-Form and 100,000 Generative characters a month for the first 12 months (Oct 2026). You need an AWS account and some API or console use.

How to stay safe using free AI voices commercially

  1. Read the terms for your exact plan. A checkmark on a pricing page isn’t a full license.
  2. Keep a record: screenshot the plan page and terms on the day you generate audio.
  3. Don’t clone voices you don’t own or have written permission to use.
  4. Follow platform rules on disclosing synthetic or altered content (for example YouTube’s).
  5. Watch hidden limits: character caps per generation, monthly resets and automatic overage billing on cloud APIs.

FAQ

Can I use ElevenLabs free voices on YouTube? Not commercially. ElevenLabs lists the commercial license from its Starter plan ($6/month as of Oct 2026), not the Free plan.

Is there a completely free AI voice generator for commercial use? Fish Audio’s Free tier lists commercial use on its pricing page, within 8,000 credits a month. Confirm in its terms before relying on it.

Do I have to credit the AI voice tool? It depends on the vendor’s terms. Check the attribution rules for your plan.

Bottom line

For no-code creators, Fish Audio’s Free tier is the clearest free option that lists commercial use; ElevenLabs is fine for testing, but you need Starter for monetized work. Developers can get a lot out of Google’s and Amazon’s free allowances. Whichever you pick, check the license first. For paid options, see best AI voice generators.
